I am a librarian in a high school. A teacher recently heard of an episode where Barney is trying to recite the Preamble. Does anyone know the episode that is in?

That's in the episode called, "Opie's Ill-Gotten Gain". This was the episode in which Opie received a report card with the wrong grades and everyone thought he had gotten straight A's when, in fact, he had gotten an "F" in arithmetic.

This is one of the all-time best scenes on television! What's really funny to watch is Barney's hair. TAGS was filmed, not like a TV show, with multiple cameras at multiple angles, but with one camera at a time, like a movie. This meant that, say, in a scene with a face-to-face conversation, it would be filmed with a close-up of one actor, then repeated in its entirety from the other side, looking at the other actor. Then, it would be done again a few times, for longer shots, reaction shots, etc. This created some continuity problems from time to time, as evidenced here. Barney musses his hair in desperation as he tries to remember the Constitution Preamble. However, as the scene was edited, the shot goes back and forth, and his hair goes from wild to combed, to wild, and back and forth. Very funny to watch!
