There's a difference between those who want to act like an animal for a sexual roleplay scene and those who do not identify as human (like Boomer from Dr. Phil).

There's also the interesting topic of feral humans. I watched a docu on one case of a girl who was abandoned by her parents and left with the dogs. She was then "raised" by the dogs and didn't learn how to act and communicate like a human.

I forget where it happened, but it was one of those Eastern European countries. The girl was a teen when she was rescued and she was taught how to walk, talk, and eat like a human. They said in the docu. that she would sometimes regress to animal-like behavior when uncomfortable and nervous.
