Why was he so creepily obsessed with the Evans Family(And Willona to an extent)

He called The Evans, and Willona) his FAVORITE Family. He constantly knocked on their doors...The Evans were a normal POOR Family... Shouldn't he have been kissing the Asses of WEALTHY families, not kissing the asses of normal, POOR Evans? :confused. I have NEVER had say Mayor Carlos Jimenez come to my house for instance....
