Why did the producers choose to create this new series instead of ceasing production?

The show was supposed to continue with Demond Wilson managing the Sanford but he left due to a contract dispute and then they had to retool the show at the last minute.
The show would have lasted a lot longer than one month if Demond was on the show which was proven in jan of 78 when that show lasted 6 months. That's why the Sanford House is still being used because Demond Wilson was supposed to still be living there |

If Demond would have stayed with the show, it probably would have last longer than his other sitcom Baby, I'm Back which only lasted for 13 episodes.

I think this could have been a better show if it just had all new characters and didn’t have the Sanford and Son connection. Without Fred and Lamont, it just didn’t work with the supporting characters. Now the 1980 revival Sanford with just Fred and his new partner Cal I recently saw on Crackle and I actually thought it was pretty good. Much better than Sanford Arms.
