I can't find any information that she was. Not like the feds to give up on someone, and she doesn't seem the type to be able to get to a non-extradition country.

Fully possible she was captured and just never made any news.

I found this on Pacer. It appears charges were dismissed with prejudice in 1995. It says she had counsel as a defendant at that time. That likely means she did turn herself in and her attorneys were able to get charges dismissed.
