This pro-seat belts/child restraints in cars one is really effective - the love between mother and daughter demonstrated by the mother placing the necklace on the bairn, the stuffed white bear... then the white flowers in the shape of a bear on the child's coffin.

This is the female child version of a well known British PSA (they did a male child version as well). The man doing the voice over is in a lot of British adverts and PIFS from this period.
