I remember a case where the criminal was a child molester who went door to door posing as a utility person, or maybe someone with the electric company, in order to get inside and rape the person inside.

I think you’re thinking of Kenneth Stanton. He would pretend to be a cop or food inspector to get into the homes of kids so he could molest them.
