Yeuppers...Boots St. Clair....Jami Gertz played Boots...she was in three episodes that I can think of off the top of my head...but, there might be more, the way to check that would be the episode guide on this site...it mentions the guest stars in the descriptions...

Yeah-I remember her being in this one episiode-Jo was like planing a party or something and Boots is like Blairs friend and she was really annoying!
