In a clip that aired last year on the former FamilyNet cable TV channel, Harris and Barney were talking to a tall man who was wearing a brown jacket.

Harris read an arrest report that listed a variety of weapons. What episode was this in.

Update: The scene I described earlier here is in the "Wojo's Girl" episode. The man was Col. Charles Dundee, played by Michael Conrad.
