The Tanners live in San Vernando Valley. I think that is in LA, right? Thats what the guy in the bar said in the episode, when ALF wants to be a stand up comedian

Yep, San Fernando/L.A., same difference...lol!

Although, Lynn wore Michigan sweatshirts a few times so I thought they lived in Michigan for a while...

Information Update:

In the TV movie "Project: ALF", Colonel Millfoil (Martin Sheen) testifies before a government panel that, after the 1990 capture of the alien (ALF), the Tanner family was placed in the witness protection program and they are living in Reykjavik, Iceland.
