I was watching Cheers Season 1 on DVD and I noticed that Sam had a brother who made an appearance in the episode Showdown Part I and I didn't realize that Sam had a brother until I saw this episode. Was Sam Malone's brother gonna be a new character who would occasionally star in certain episodes of Cheers as the show became popular?

If I remember right, he was never seen, only mentioned (and maybe only in that one episode?).

That's because opus is right, he was never seen on screen. He was always in the next room or blocked by a crowd of people, and was only "in" that one episode.
