If Jolene went by "Jo" it would have completed the style of the 3rd waitress. Flo's name was Florence but she went by "Flo", Belle's name was Isabelle, but she went by "Belle", so do you think it would have been fitting for Jolene to have gone by "Jo"?

The only thing I could think of was they were wanting a completely different character with Jolene, outside of her being Southern, she was not really in the same vein as Flo and Belle.

Yes ,although all three of the gals were Southern, they all were very different!
