Depends on the child's size. It's about 4 foot 9 for cut off height, 8 to 12 years old. The oldest girl we see it's just the seat itself being used, that's so she's at proper height for the vehicle's shoulder belt.
And the second to last girl is not too big. She's too small to sit without one, and even too small even just using the seat as a booster. |

It might depend on the state but it Michigan they need to be in a car/booster seat until they are 8 or 4'9" whichever comes first. They didn't have this rule when I was younger. My two younger brothers are a year and 5 days apart, and when Jon was born he got the car seat and just turned 1 Steve was in the back with a seatbelt.
