I can't rightly pick one because I've only seen Buffy the Vampire Slayer. A show, by the way, which I love. I have zero interest in watching Charmed. So going by that, "Buffy" wins.

It's not a real contest. The first three seasons of Charmed were dark, spooky, and wonderful. There was amazing chemistry with the cast, the scripts were well-written, and the special effects were terrific. But the show devolved into this weird parody of itself after Shannen Doherty left the series.

Buffy was intelligent, sophisticated, and at times the most daring, ground-breaking show on network television. It set the bar very high, and has been cited as a series which helped launch the second Golden Age of Television. It's taught in film classes as a way of demonstrating good cinematography and storytelling. It's been taught in psychology classes as a way of demonstrating character traits. It was nominated for eight Emmys and won two more. It won six Saturn awards and two Hugos (the mark of truly brilliant Science Fiction, when the literary world honors a TV series). It has been cited as an inspiration for dozens of present-day science fiction, fantasy, and horror series.

While Buffy was never without controversy, and the first season had a few weak episodes, it grew into one of the greatest television series of the 20th century.
