Why was there a Colonel at Hillman ?

Why was there a Colonel (Taylor) at Hillman College ?
Is it normal, that Colleges in the US have Army-people hanging around ?

My university had an ROTC (Reserve Officers' Training Corp) building and sometimes I would see uniformed officers going into the building and walking around the campus. I have no idea what their ranks were, but maybe Hillman had a similiar program.

Historically Black Colleges and Universities often have a military wing.

You took the words right out of my mouth. I was about to say that it was an ROTC program. I actually also saw another fictitious one in National Lampoon's Animal House.

Not just historically black colleges and universities, but all types of colleges and universities, even those that were initially created solely for white people, have a military wing.
