My vote is for Louie, he was the nastiest and funniest sitcom boss.

A few alternative choices:

Amanda Woodward, Melrose Place

Joanna from Friends (Rachel's boss at Bloomingdales)--- At least towards Rachel's co-worker Sophie who is constantly being degraded by Joanna.

Mel from Alice (admittedly I've never seen this show; but since everyone is always telling him to "kiss my grits" I assume he is a bad boss?)

In terms of acting out of pure spite and really wanting to hurt people emotionally, it's hard to think of a boss worse than Louie. Truly a terrible person, despite a couple "Aww, he's not so bad" episodes. He always walked back those more sympathetic moments by doing something despicable.

I can't comment on Taxi as I've never seen it, but Amanda Woodward is one of the least caring characters ever on TV. Her role as a boss at D&D Advertising clearly showed her as spiteful, vindictive and petty. Look at her relationship with Allison who she was always threatening, slapping, name-calling and publically humiliating. She was also always sleeping with male co-workers like Billy and at one point even drove one co-worker (Bruce) to kill himself. Amanda would betray anybody and there was little evidence to suggest she would support her co-workers in any way.

I voted for Louie DePalma, one of the most despicable TV characters ever. There wasn't anything redeemable about him.

And I'll stick up for Mel Sharples from Alice. He wasn't bad he was just grouchy.
