Is the Daytime Emmy Awards for game shows and game show hosts fixed?

Every time when the Daytime Emmy Awards appear every year I seem to think that the Daytime Emmy Awards for Outstanding Game Show and Outstanding Game Show Host are somewhat fixed or hit or miss and I would like to know why this is starting to happen to game shows and game show hosts? Is it to gain more fans to the game shows or is it to make game show hosts a big success in game shows? Take for instance during yesterday's Daytime Emmy Awards I can't figure out why Craig Ferguson won the Emmy Award for Outstanding Game Show Host and to me the Outstanding Game Show Host Award SHOULD'VE gone to Brooke Burns or Wayne Brady because they are terrific game show hosts. Second why is it that every time they have the Emmy Award for Outstanding Game Show it seems that The Price Is Right wins an Emmy every year rather than Jeopardy or Wheel Of Fortune and Let's Make A Deal could've won it's second Daytime Emmy Award. I was upset when my mother told me the news and I think this Emmy Awards for game shows is similar to what happened in 2014 when The Chase and Mark Labbett were nominated for a Daytime Emmy for Outstanding Game Show and Outstanding Game Show Host but The Chase lost to Let's Make A Deal instead. Do you think The Daytime Emmy Awards should make changes to it's Outstanding Game Show and Outstanding Game Show Host categories next year?
