Character Herbie?

Was watching Season 4, and I noticed that in "The Life Saver" we are introduced to the handyman Herbie (who has no lines), and then he's mentioned a few episodes later in "Ralph's Rival" (when Jack says, "...and you'll get a REAL plumber, not just Herbie with his three hammers?") Do you think he was supposed to be a recurring side character like Greedy Gretchen?

I remember him in the "Life Saver" episode, but I do not remember him being mentioned a few episodes later. Care to inform me what episode that was and the content in which he was mentioned?

I thought I mentioned it.....he's mentioned a few episodes later in "Ralph's Rival" (when Jack says, "...and you'll get a REAL plumber, not just Herbie with his three hammers?").

"Ralph's Rival" opens with Jack getting sprayed by the malfunctioning garbage disposal, and when Furley comes up to ask the girls to help him lie to his old friend, Jack makes him promise to get them a real plumber, not just Herbie the handyman.
