My vote is for Julia Louis Dreyfuss on "Watching Ellie".

Someone who comes to mind is the person who played Geneva in Hangin With Mr Cooper (I think it's Saundra Quaterman or something like that)
In the early episodes she was good but in the later ones she overacted like mad, there was an episode were the plumming broke and she did jumps in the air each time she was delivering a line!

I also think the dad in Malcom In The Middle (I think it's Brian Cranston) overacts sometimes.
