I would say so because he was never really effective at beating up anyone. Only time he ever seemed to hurt a guy was when he punched them when they weren't expecting it.

I know. Right? He would mouse up a lot when it came to confrontation with other men. During the 2nd episode Mr. Roper made a wisecrack about Jack and Jack indirectly intimidated him with his comment about being a boxer in the Navy. He was also scared off by Mr. Bradford when Bradford told Jack that he, too was in the Navy and a boxer.

Maybe he wasn't a boxer on a serious level, but he did have those boxing gloves in "Jack's Bad Boy." And he challenged that guy to a boxing match in "Jack Goes the Distance," so Jack must have thought he could beat him (until he found out the guy was a Golden Glove champion). I think he probably boxed for fun but wasn't great at it.

There is also another incident but in an episode of The Ropers, it was a crossover where the girls are teaching Stanley how to disco, later in the episode Jeffrey P. Brooks almosts wants to pick a fight with Jack but Jack tells him he was a boxer in the navy.

Let's not forget that in "Jack Goes the Distance", he admitted his "streak" was all losses. Plus, there was the time he slugged Chrissy's date trying to stand up for her, not knowing he was a cop, so he does know some things about fighting. So, yes, I do think he was a boxer in the navy.
