Don't know about the tattoo, but the send Wally a shrunken head from Zanzibar, sounds like something uncle Billy would say.

This question is old so I'll give the answers. The only person who had a tattoo was the guy who hired the boys to work at the circus in Horse Named Nick. He has a tattoo- Mother. I thought that was a scary job for two young boys.

Lumpy tells Wally he'll send him a shrunken head from Zanibar in Merchant Marines.
