Who was the best all-around actor/actress, in terms of being funny, having good acting skills, good presentation, versatility, ability to improvise, ability to write, etc.? (take everything into consideration)

John Lithgow, Yeah he really over-acted on Third Rock but that's what he was suppose to do. He's one of the more versatile actors around.
