I thought the episode Vanessa wore to the party was a little revealing. I'm on Cliff's side on that one. I also find it odd that Clair thought the dress was ok. The same Clair that forbade Vanessa from wearing makeup in an episode a season earlier.

Is this the episode when he wanted her to jump up and down in the dress?

yeah that's the episode.

I'm torn on what to think of the dress. I think Vanessa looked very pretty in the dress, but I understood Cliff's concern too.
