In a typical comedy block airing from 8-10 the shows airing at 8:00 and 9:00 are the anchors and are expected to do better than the shows airing at 8:30 and 9:30. But there are exceptions where either the anchor underperforms or the :30 show exceeds expectations. New episodes building on repeats don't count. some examples

Parks and Recreation builds on Community.
The Middle built on Hank.
Two and a Half Men built on The Crazy Ones.
The Michael J. Fox Show started out building on Sean Saves the World.
Carpoolers built on Cavemen.
2 Broke Girls built on How I Met Your Mother in its 1st season.
Suburgatory built on The Middle in its 1st season.
Will and Grace built on Caroline in the City.
Brooklyn Nine-Nine builds on Dads.
Scrubs built on Father of the Pride.
Friends built on Mad About You.

"Two and a Half Men built on The Crazy Ones" -- A veteran show building on a new show?

A historical case: in the 1975-76 season, new midseason replacement Laverne & Shirley built on its lead-in (and parent show) Happy Days (L&S ranked #3 in its first season, while HD ranked #10 in its third season)

Two and a Half Men is an aging veteran past its prime, nowhere near the highest rated sitcom anymore. The Crazy Ones had excellent premiere ratings and started out higher than Men but has steadily dropped since then.
