Please bear with me because I cannot remember much *smacks head* In my defense, I couldn't have been more than eight when I saw it. Lol. Okay, so as I recall, there was an older gentleman that seemed to be well-liked by all that knew him. However, even though he was a popular figure in his neighborhood, he was also considered rather mysterious: he had no known family members or past. In fact, he didn't even possess a birth certificate! I'm certain he wasn't suspected of criminal activity, and I don't think it was about lost heirs per se. I fancy it was grouped under "legends" because he appeared larger than life
