I would have to say the character played by Tom Hanks. He gave Fonzie a little bit more of a challenge.

I vote for Rico the Merchant Marine! Imagine making a promise to a priest (Al's twin brother played by Al Molarino) about not fighting for 24 hours!

I think my other favorite villans are H.R. Buchannon of Westwood Ho & the California Kid from Hollywood, though the latter was not a villan per se.
