These were her reasons it was unrealistic to her
1. She never saw women living with a man in the projects during the mid-70's 2. She never saw women living alone without kids in projects during the mid-70's 3. The projects wasn't a ran down looking place with gangs it was actually a place for low income families during the mid-70's Now this was just Philadelphia maybe I need to talk to a baby boomer in Chicago LOL |

Most of public housing started to become rundown by the early to mid 60s, so it was definitely a mess by the 70s. Some zip codes that corresponded to CHA (Chicago Housing Authority) projects had the highest rates of poverty and crime of anywhere in the country. Other cities had issues, but Chicago was the worse, and even with the projects gone, there are still big crime issues.

In Chicago, then-Mayor Jane Byrne actually went to live in Cabrini Green for a while. There was even a parody song, "Cabrini Green Where the Mayor Sleeps" done to the tune of "Dirty Deeds Done Dirt Cheap." Anyway if I recall correctly, she was trying to turn around some of the very obviously negative publicity and image problem, etc. or just showing she wanted to help.
