I posted that someone ripped me off, not sending the tape, and then lying that they sent the refund...they said tell them they committed mail fraud...but WHAT is mail fraud?

Mail Fraud is a federal crime.
If you have been ripped off, you should file a mail fraud complaaint with your local Post Office. They will initiate a criminal investigation. Good luck.
