Two places that I've been to recently, Hooters and TGI Fridays, have their seating like this. I knew of Hooters having it, but the Fridays that I go to recently changed it to the stools.
I feel very awkward on these things. I don't like that I am high up and that there is no back. Many people ask me how I cannot like Hooters lol, and I say it's their seating arrangement. Do you like sitting on these?

i think that they are designed specifically so that if you've had too much, it automatically throws you off.

Nope, I always feel as if I'm going to fall off. There's only one bar and grill around here that has them, and while I like their food, I really try to get a booth when I go there.

I don't like them at all. When I'm at a restaurant I like to lean back and relax in a real chair with a back to it.

I don't like them either, they are "so not" comfortable. It kind of feels like I'm sitting in a kids high chair.

I never liked them. They don't seem all that safe in a drinking environment either. My nephew and his wife have a dining room set with those tall chairs. They have backs, but I still think they're uncomfortable. I like my feet on the floor, to feel grounded.
