Well, before Penny came into Willona's life, her and Frank had a heavy relationship, he wanted to marry her and she wanted that as well- to have a man take care of her. When Penny came into her home, her priorities shifted and she is in the position of making sure Penny's needs got met. She didn't want to be gallavanting around the world with Penny in tow. Penny had been through a wild experience with that mother of hers and willona want to make penny's life as trouble free and stable as possible. It was simply a matter of prioritizing her goals.

But wasn't he going to provide a better home for Willona while he traveled fr business? Just didn't seem like it made sense to stay in the projects when someone was giving you a way out

I thought he wanted Willona to travel around with him and he wanted to put Penny in a boarding school.
