If you order food at a restraunt, and don't touch it, but pay for it what happens? If you do it more then once can they do anything to you?

Why would anything happen to you? As long as you're paying your bill, the restaurant is happy.

i think it is a form of civil protest; in a way railing against the existential torment of society in today's modern world.
