As someone who has worked in retail let me shed some light on this. If you let one customer slide for 48 cents then you have to do for all customers. Pretty soon you end up selling goods at a loss and your business goes down the drain. So unfortunately there's just no room for compassion whebn it comes to business.

I worked in retail and there were times I let a customer or two slide. If it was less than 50 cents, let them take it and I would put in the change. I usually put in the change that came from other customers, the ones who told me, "Keep the change." I would save that change and then put that in for a customer who didn't have the full amount. It wasn't like ten customers a day were short on change. That would be crazy to let ten people slide. It wasn't like one customer would tell other people and then you had a bunch of people asking you to let them slide.

I think the manager could have let Raj slide and put in the money himself HOWEVER, what if the manager didn't have the change to put in? I can see if he told Raj, "Where do I get the money from then? Because my drawer is going to be short and I will get in trouble and written up."

Having owned 2 businesses for the past 20 years I know a bit or two about business myself. There are three things that come into play here. One, 48 cents is small enough an amount for a business to have to swallow to be rewarded by repeat business and good word of mouth given by the patron you allowed to waive the tax. Also, 95% of the people who buy products know and are prepared to pay tax on the item, so there is no "having to do it for everyone else." You won't have to because you won't be asked to or pressured to do so. Finally, all businesses have something available known as "petty cash". This amount is usually in the area of $50 - $100. This money is available for whatever situation arises that doesn't involve much money at all. The 48 cents could have easily been replaced by dipping into that resource.
