The christmas party episode is when Penny adoption was pending and Wilona tried to use the recorded conversation against the caseworker to get the adoption approved or else the case worker will be reported based on the recorded conversation? Was Willona wrong for that, because the case worker was not aware that she was being recorded.

You are correct, I remember Fred Sanford being accused of the same thing and was told that he could not use that as evidence in court
