I have read on many boards that people believe that Bane was much more dangerous than the The Joker and had a better plan too. I think it depends on the plan. Bane wanted to carry out---SPOILER ALERT--- "Ducards" plan of destroying Gotham City, but there was no message saying he wanted to destroy himself. And how was it that Alfred described the Joker? He just wanted to see the world burn? If that is the case than the Joker would be the more dangerous of the 2 because he wanted to destroy the world and was willing to include himself if that would carry out his plan. I vote The Joker as the more Dangerous.

The Joker had no solid morals, and no concrete long term plans. Bane, Daggett and Miranda (although unknown to Daggett) had a multilayer, multi-year plan to take down Gotham, and fulfill Ra's Al Ghul's destiny. The Joker was psychotic, indeed, but Bane's order, and Dismantling of Bruce Wayne/Batman had a greater effect on the City, and the world that Gotham lives in.
