Sounds like a reference to the Queen of England who is often called the Queen Mother.

I don't think they would try to get that past the censors in 1975. I think the mother part was a reference to her being George's mother. "Quite a mother" being made sarcastically.

In street terms, mother means "bitch". Today we'd just say "be-yotch".
