What does the "Matters" mean in Family Matters?

I've thought about this a few times over the years but never cared to ask until it was recently brought up in a youtube video comment. But does it mean "Family is important" or "Family problems/concerns"? Just a thought.

It's a play on words done on purpose.

It's supposed to mean both at the same time.

Exactly!! It has a double meaning. Although, it seemed to have become more of the Steve Urkel show overtime. I didn't mind though!!! It was still funny!!! Season one just seemed worlds apart from the others. But then again, the first season of most shows is usually like that as the show tries to find and establish its identity.
