Is there any show that is complete on DVD that does not have
a Complete Series Release? And if so how long has the show been complete?

Dallas - Last season released on 2011 |

If you're asking about boxed sets, Dallas does not have one. The Mary Tyler Moore Show did not get a complete boxed set!
