Cartoon Detective Mystery - Sitcoms Online Message Boards

I am remembering dwarfish animated detective from the 60's who wore a deerstalker cap that covered his eyes. The animation reminded me of a King Leonardo character, but I can't be sure. His catch phrase was, "The NOSE knows," as he sniffed clues to solve the crime. Forget QT Hush and The Hunter....not him.
I have been all over the net, but no one seems to remember the name of this sleuth. Am I dreaming?

I don't believe I have ever seen or heard of that cartoon, do you know who created or produced it?
