The Tag scene was not included for the episode Ralph's Rival in season 4

No we wasn't around for the original run but since that was the only episode from season 4 that didn't have a TAG scene. So something is obviously wrong

Does Antenna TV show the tag scenes? That may be your best chance to find out if there really is a tag scene. Another idea is to find someone from Canada who taped the show when it aired on deja vu or whatever it's called. I heard they aired the show uncut.

Antenna TV shows the local syndicated prints so you wouldn't see a tag scene
