They do look a lot a like. I guess you could say Brian is Snoopy on Acid.

Do you think Seth Macfarlane drew him that way on purpose?

Could be. McFarlane likes to modernize iconic characters; obviously Peter is Ralph Kramden/Fred Flintstone and maybe just a touch of Homer Simpson.

However, I've heard/read that Brian is a kind of representation of McFarlane himself. Maybe he let him take Snoopy's form and gave him his own personality? If you notice, McFarlane does Brian's voice, and it's pretty much just his regular voice.

You are probably right. If Brian is a representation of Seth, than I guess Seth Macfarlane is a lush and a skirt chaser!?!

I would say the only thing Brian and Snoopy have in common is that they are both dogs and have black noses. I have never seen Snoopy smoking weed or mushrooms.
