I know the exterior shots of their apt. building were of a real building in New York and I think it really was or is an apt. building; but I don't know where the other outdoor scenes were filmed. The show was filmed at Paramount studios in Los Angeles.

Here is the actual building where Felix Unger and Oscar Madison lived without driving each other crazy.

I believe most of the outdoor scenes were filmed in New York. I know the scene where Felix and Oscar win the car was filmed outside the San Remo apartment building.
