Since it's almost halloween I thought this would be an appropriate topic. What characters have laughed evilly in an episode of their show? Include the episode name too.

Doogie Howser did an evil laugh in the episode Dr. Doogenstein.

While I'm on the subject of animated television, Dr. Heinz Doofenshmirtz has not only lauged evilly on a regular basis, but in one episode, paused and actually said "evil laugh" before doing just that.
