I pose this question because during the first couple of seasons Chacai was on Happy Days, he tried to date Joanie and she rejected him all the time. Then all of a sudden, he asked her and she said maybe. If you remember that was the episode when Arnolds burned down. Anyway, the next thing you know, she invites him over for dinner and they kiss for the first time. I mean one minute, she hates him and the next she loves him. Did I miss something here?

From a practical standpoint you might say: For a long time, Scott's character was about the only recurring male character in the HD cast who wasn't significantly older than Joanie (except Spike, that little leather-jacketed hood). So it made a lot of sense to pair Scott with Erin in the shows.

It was about Chachi growing up and getting noticed by other girls that woke Joanie up. It was the episode where Arnolds burned down. That is where I think Joanie started to love Chachi.
