In my opinion, a truly good spin-off is a show that can establish itself as a totally different show than its parent show. For example, Frasier from Cheers or The Jeffersons from All in the Family. Has The Cleveland Show accomplished that?

Absolutley not! And, i don't think it ever will. 2 seasons in my opion is long enough for a good spinoff to seperate itself from the original show. American Dad was great early on at saying it wasn't Family Guy, but The Cleveland Show is too much. Why FOX hasn't scrap this show and put Clevland back in Family Guy is beyond me.

If the 2nd Season doesn't do well...then "The Cleveland Show" HASN'T done enough to separate itself from "Family Guy" and Cleveland Brown may move back to Quahog with his family. (I would like to see Tim the Bear and Brian Griffin get along and Tim tries to eat Quagmire, though).
