It was definitely spoken by Rob Reiner.

Rob Reiner said it for a long time. Someone else also said it at one time. That might have been Norman Lear.

After Reiner (and Struthers) left, the show was no longer taped in front of an audience, a change of Carroll O'Connor's insistence. O'Connor voiced a new tag about the show being 'played to a studio audience for live responses', a somewhat ambiguous statement that could interpreted as having the same meaning as the previous announcement with slightly different wording, but really meant that the pre-taped episode was played to the studio audience on monitors and their live responses dubbed into it.

I'm pretty sure someone else also said it was taped in front of a studio audience. It might have been in season one. I don't know. I'm pretty sure it wasn't Rob Reiner though.

I never understood why they felt compelled to say it, especially the later. Too bad today they don't have someone say, "Such and such show used laugh tracks from the days of I Love Lucy because this crap wasn't funny at all!"
