Default need help understanding certain UM cases

I started this thread as a means to profile certain criminals of cases that are still unsolved. I am sure many of us have trouble understanding certain profiles, so I will start off with one that really gets my attention as I try to understand a profile.

One case that really baffles me is Phillip Fraser. I think many of us can agree with pretty much no uncertainty that Phillip was murdered by the hitchhiker who forced his way into his car. There is just some things about the hitchhiker that I can't seem to grasp:

1) Gaye and Tina Frockledge (the cafe tenders) said there was something really strange with the hitchhiker when they encountered him, as if he was on the run from a mental institution. As I have understood it from discussion on other threads, he likely came from the north (possibly the Yukon or northern BC), which is an extremely vast area with a sparse population. If he was on the run from either a mental hospital or the authorities, would it really be that easy for him to avoid being caught under those conditions? Are there very many prisons and/or mental institutions in that part of Canada?

2) If he was on the run before the murder, he probably wouldn't have made it across the border to Seattle on the highways or through customs at an airport. Why would he risk getting caught that way?

3) The segment stated the authorities believed the suspect is familiar with the Seattle and Toronto area. I understand the Seattle part, but why would they think he is familiar with Toronto, about 2,000 miles away on the other side of Canada and apparently a very different area than where he seemed to have come from?

4) The RCMP officer in charge of the case said none of Phillips possessions were never found, so the killer dumped them either right before or right after getting picked up by the Olsons. Was it indicated that the car was mostly empty at the time he was picked up by the Olsons? That knowledge could have lead to the police possibly finding maybe some of his possessions (like a photo album or a book) and new evidence with it.

This was an assumption though.

His mannerisms may be down to something else as they were only guessing, for example he may have already killed another victim and was getting nervous and edgy and just wanted to get out of there quickly and so seemed a little "off" or twitchy.

As #1, we don't actually know what he was on the run from - it could have been his own shadow at this point.

I also don't personally remembering the segment mentioning his possessions in the car (when found), meaning assumedly they were dumped somewhere - I had wondered about this one myself.

The other option is that the killer was using them - ie. In the segment it mentioned the guy had 2 wallets, who knows, he may also have been wearing his clothes and using his supplies?
