Anybody like me wanted to see Arnold grow up a bit and start dating, maybe get a girlfriend? I think it would've helped the show? Agree? Disagree?

The show was indeed going in that direction. Lisa and Arnold shared a kiss in her final episode, it was the 2nd last episode of the series, I believe.

Unfortunately the producers were trying to keep Arnold a little kid for as long as possible and with Gary's small stature they were able to do that for most of the series run. Giving him an onscreen girlfriend would have been contrary to this philosophy. I seem to remember reading somewhere that Gary Coleman was very frustrated by the producers not allowing Arnold to grow up and fought for changes. As was noted earlier in this thread those changes were finally starting to happen just as the series came to an end.
