Where is the manage attachments button?

When I want to insert an attachment to my reply there is no button! Also I cannot bring up the smilies page! Or when I click on the existing smilies on the reply page I can't get one! What's the deal? Do I have to go into the control panel somewhere and adjust something? Weird! What happened?

Just click "Reply" at the bottom left at the end of a thread, and it'll bring up a full-featured reply screen; the "Manage Attachments" button is under "Additional Options." Hope that helps!

Ok, now the button is there! It wasn't there for 2 days. I still don't know why. And now I can also click on a smilie.
