About the witches' council
Why was it that the witches' council which was predominant in the color episodes,was not seen or heard of in the black and white episodes?Or were they?

For one, the black and white seasons the show was about a witch married to a mortal and how she adjusted to life. The color episodes, things had been established by this time and the writers explored something new.
