I knew The Andy Griffith Show theme had lyrics but not I Dream of Jeannie.

As a fan of TV theme music I was aware that the "Jeannie" theme had lyrics. I came across them on the internet a few years ago.

...it's just that creator/producer Sidney Sheldon decided NOT to use them on the show under the opening or closing titles, preferring an instrumental version instead. A promotional record of the theme was issued to radio stations during the second season, with a vocal chorus singing the lyrics. {Personally, only someone like Tony Bennett could do justice to vocalizing them}
Buddy Kaye, a veteran lyricist- best known for writing the lyrics for "'Till The End Of Time", "A- You're Adorable", and the themes for Paramount's theatrical cartoon series "Little Lulu" and "Little Audrey" {"Little Audrey Says"} in the '40s, and several songs for Elvis Presley's movies during the '60s- wrote the lyrics.
